A one-day MoveS seminar held today (16 April 2026) at the Warsaw School of Economics brought together more than 120 officials, academics and corporate mobility managers to examine how digitalisation is changing the way EU countries exchange social-security data for mobile workers. MoveS (Free Movement of Workers and Social Security Coordination) is an expert network funded by the European Commission; this year’s Polish edition was hosted by Professor Gertruda Uścińska, president of Poland’s Social Insurance Institution (ZUS) and a long-time advocate of end-to-end electronic processing. Morning plenary sessions focused on the Electronic Exchange of Social Security Information (EESSI) platform, which becomes mandatory EU-wide in July. Representatives from Poland’s National Health Fund, France’s CNAV and Germany’s DRV shared early lessons on integrating national databases with the EU hub, noting that average processing times for portable form A1 certificates had already fallen from three weeks to five days. The European Labour Authority urged Member States to use the data flow to step up joint inspections of fraudulent A1 applications, a practice that costs public treasuries an estimated €1.6 billion a year.

For mobility managers, the key takeaway is that from 1 July 2026 all cross-border assignments—even short business trips—will have to be registered through EESSI; paper A1s will no longer be accepted at labour inspections in most EU countries. Companies that second Polish staff abroad, or post foreign workers into Poland, should audit their HRIS interfaces now and budget extra time in Q2 for end-user training. Failure to issue an electronic A1 could lead to on-the-spot fines of up to €3,000 and retroactive social-security contributions in the host state. Poland’s Deputy Minister for Digitisation, Paweł Bartoszek, closed the seminar by announcing a €12 million upgrade to the national MOS portal to deliver real-time status tracking for workers and employers. He predicted that Poland would become “a regional hub for digital mobility services” once the upgrades go live later this year.
