Hong Kong issues Red Outbound Travel Alert for Democratic Republic of the Congo
Hong Kong’s Security Bureau triggered its highest-level health-related travel warning on 21 May after the World Health Organization confirmed that the latest Ebola outbreak in the Democratic Republic of the Congo (DRC) had become a Public Health Emergency of International Concern. A Red Outbound Travel Alert (OTA) urges residents to defer all non-essential trips and signals to airlines, insurers and travel-management companies that itineraries involving the affected country should be re-routed or cancelled.

Should travel nonetheless be unavoidable, VisaHQ’s Hong Kong team can quickly verify and secure the necessary visas, transit permits and health declarations for corporate and individual travellers. Their online platform (https://www.visahq.com/hong-kong/) consolidates current government advisories—including the new Red OTA—and offers expedited document processing, giving mobility managers added confidence that itineraries comply with evolving entry and health-screening requirements.

According to the Government statement, no direct flights link Hong Kong and the DRC, but authorities have intensified health screening on the Addis Ababa route that connects many African travellers to Asia. Port-health officers now meet each arrival at the airbridge, conduct temperature checks and require anyone who has been in the DRC or Uganda within the previous 21 days to make a health declaration. Eleven such passengers were screened between 17 and 20 May; none showed symptoms. Doctors across the city received an alert reminding them that any recent visitor to the two countries who presents with fever, headache or bleeding symptoms must be treated as a suspected Ebola case and sent to Princess Margaret Hospital’s High-Isolation Unit. Corporate mobility teams are advised to update duty-of-care protocols immediately. Employees travelling in sub-Saharan Africa should register their trips with the Immigration Department’s online Registration of Outbound Travel Information (ROTI) service so that critical updates can be pushed by SMS. HR managers should also check insurance policies for Ebola cover, which was often excluded after the 2014 West Africa outbreak. For global relocation programmes, the alert underscores the importance of reviewing emergency-evacuation vendors and ensuring that crisis-management plans cover non-traditional threats such as viral haemorrhagic fevers. While the probability of importation remains low—Hong Kong has never recorded a confirmed Ebola case—the territory’s dense population and hub-airport status mean that preparedness is paramount. The Government will keep the alert under review as the outbreak evolves and will liaise with airlines on any routing or cargo restrictions that may follow. Mobility managers should therefore monitor official advisories and maintain flexible ticketing policies for Africa-bound staff.
