Speaking on RTHK’s ‘LegCo Forum’ programme at midday on 29 April, engineering sector lawmaker Rock Chen urged the Transport and Logistics Bureau to raise the daily quota for the ‘Guangdong Cars Heading South’ (粵車南下) scheme from 100 to between 500 and 1,000 vehicles. He argued that road capacity, parking spaces and supporting services could comfortably absorb the rise while bolstering restaurant, retail and hotel revenues. Launched in phases last year, the scheme lets eligible Guangdong-registered private cars enter Hong Kong’s urban areas for up to three days without a separate mainland exit permit.
