In a move hailed by employers’ federations from Paris to Marseille, France and Egypt on 17 April finalised a bilateral labour-mobility agreement that will give up to 5 000 Egyptian nationals a year access to accelerated work-visa processing for shortage occupations in France. The deal, highlighted in an update from the human-rights NGO EuroMed Rights, is modelled on the EU’s ‘Talent Partnership’ framework and sits alongside France’s existing Passeport Talent scheme. Under the memorandum, Egyptian applicants who hold recognised qualifications or at least five years’ experience in construction, hospitality, agri-food, logistics, health care or IT will be able to obtain a French long-stay ‘salarié’ visa in as little as 30 days—half the current average—once they have a firm job offer. French consulates in Cairo and Alexandria will create dedicated appointment slots, while ANEF-Immigration will fast-track the work-authorisation step. Employers will be exempt from the usual Labour-Market Test provided they pay at least 1.2 × SMIC (€1 980 gross per month in 2026) and fund 20 hours of French-language tuition. For Paris-based multinationals struggling to staff mega-projects such as the Grand Paris Express and data-centre roll-outs, the agreement promises a predictable pipeline of semi-skilled and skilled labour. The construction giant Vinci told Les Echos that it expects to recruit 800 electricians and formwork carpenters through the scheme in 2026-27, shaving “at least two months” off onboarding timelines. Hospitality group Accor plans to target Egyptian commis chefs for its new budget-hotel openings ahead of the 2027 Rugby World Cup. The pact also contains migration-management clauses: France will fund a €12-million vocational-training centre in Alexandria and provide Frontex equipment to combat irregular crossings of the Mediterranean. Workers will attend a two-day cultural-orientation course before departure and will have access to counselling on their rights once in France, an innovation welcomed by trade-union CFDT.
