European Commission commends Cyprus for widening migrants’ access to health care and jobs
The Directorate-General for Migration & Home Affairs published a dedicated news brief on 28 May 2026 highlighting how Cyprus has overhauled key integration services during the past two years. Beneficiaries of international protection – including refugees and holders of subsidiary or temporary protection – have been brought fully into the GESY national health-insurance system, giving them the same choice of general practitioners and specialists as Cypriot citizens and other EU nationals. At the same time, people granted temporary protection now receive an immediate one-off allowance and automatic access to the labour market and to state schooling for their children. The Commission summary draws on the 2024 AIDA country report, which recorded more than 24,800 temporary-protection holders in Cyprus. These reforms are backed by a broader set of measures unveiled at the EMN Cyprus National Conference in late 2025, where officials explained how new legislation clarifies work, residence and family-reunification pathways for third-country nationals and digitises application workflows. Among the headline changes is the upgraded EU Blue Card, which removes maximum-stay limits for highly skilled employees and allows immediate family reunification.

To help applicants seize these fresh opportunities, VisaHQ provides a one-stop Cyprus hub (https://www.visahq.com/cyprus/) where individuals and HR teams can review real-time requirements, upload documents securely and track visa or residence-permit progress with expert guidance, smoothing every step from eligibility checks to final approval.

Cyprus is also tapping EU funding to expand “pre-departure” training under the Migration Partnership Facility so that nurses, care workers and IT specialists can receive language and vocational courses before they fly. More than 3,400 such trainings – and over 2,000 cross-border mobilities – have already been delivered since 2021. Local authorities are complementing national policy: intercultural networks created with the Council of Europe now operate in every district, using the Intercultural Cities Index to track equality of access to public services and civic life. Cities bidding for European Capital of Culture 2030 status – including Larnaca, Limassol and Nicosia – have embedded migrant inclusion targets into their urban strategies, funding language cafés, co-created art projects and ‘15-minute city’ pilots that shorten travel times to essential services. For global employers, the Commission’s verdict signals a more predictable, talent-friendly environment: staff posted to Cyprus can count on full health coverage, faster processing and smoother family relocation, while HR teams can leverage the upgraded Blue Card to move highly qualified personnel around the EU with fewer administrative hurdles.
