India launches digital OCI: QR-coded ‘e-OCI’ replaces booklet for 4.7 million overseas citizens
Continuing its push to digitise consular services, the Ministry of Home Affairs rolled out the electronic Overseas Citizen of India card—or e-OCI—on 18 May. Announced in the Citizenship (Amendment) Rules 2026 earlier this month, the new credential converts the erstwhile passport-sized booklet into a secure QR code that sits in a dedicated mobile wallet. Existing OCI holders will receive the e-OCI automatically after their next online update—typically when uploading a renewed foreign passport—while new applicants will be issued a digital card by default. The change matters because the OCI functions as a lifelong, multi-entry visa that grants visa-free travel, domestic airfare parity and property-purchase rights to persons of Indian origin. Until now, travellers queued at immigration counters to have booklets stamped; from July, upgraded e-gates at six major airports will scan the QR code and biometrics in under 15 seconds, cutting arrival processing times by up to 40 %, according to the Bureau of Immigration. Security is another driver. The physical booklet was vulnerable to wear and duplication; the e-OCI links encrypted biometrics with the Immigration Fast Track Programme, allowing authorities to verify identity across databases in real time.

Parents of minor children should note, however, that the new rules also tighten the ban on dual passports: minors who obtain or retain a foreign passport must surrender any Indian passport within 90 days or face penalties. For the global mobility sector the upside is operational efficiency. Global employers with large PIO workforces—IT majors in the Gulf and Singapore, for instance—can now manage renewals and passport-update filings entirely online, reducing courier costs and document-loss risks. Expatriate families, meanwhile, should budget for the one-time expense of new passport photos that meet the stricter ICAO digital specifications required by the e-OCI upload portal. Consulates have begun outreach webinars and FAQ documents, but anecdotal reports suggest confusion among less tech-savvy retirees. Service providers such as VFS Global and regional law firms are ramping up paid assistance offerings; MHA maintains that the DIY portal is “intuitive” and warns against unscrupulous agents charging exorbitant fees.
