New poll shows slim majority back Swiss immigration-cap referendum
A nationwide survey published on 1 May by Tamedia/20 Minuten indicates that 52 % of voters would currently approve the Swiss People’s Party (SVP) initiative "No to a Ten-Million Switzerland" when they head to the polls on 14 June. The initiative seeks to write a population ceiling of 10 million into the Federal Constitution and would oblige the government to deploy “all necessary measures, notably in the area of immigration,” once the resident population reaches 9.5 million. Switzerland’s population stood at 9.1 million at the end of 2025 and is forecast to hit 10 million early in the 2030s under current immigration trends. Supporters argue that housing shortages, overloaded public transport and environmental pressures justify decisive limits. Opponents—including the Federal Council, the main business federations and all other major parties—counter that tight caps would jeopardise the labour supply in health care, hospitality and advanced manufacturing, where foreign talent already fills structural gaps.

For global-mobility managers the stakes are high. If the initiative passes, work-permit quotas for third-country nationals could be slashed, free movement with the EU might be curtailed and firms could face stricter labour-market tests or higher localisation ratios when moving staff into Switzerland. In-house relocation teams are therefore modelling scenarios that range from delayed hires to the relocation of regional headquarters. Demographically the poll reveals an urban-rural and income split: 57 % of rural respondents favour the cap, whereas 53 % of urban voters reject it. Lower-income groups lean more strongly towards a “yes”, while a majority of top earners oppose the measure. Gender differences are marginal. With six weeks left, the campaign is expected to intensify, and undecided voters (2 %) could still swing the outcome. The Federal Council has already warned that adoption would trigger complex negotiations with Brussels because the proposed cap conflicts with the Agreement on the Free Movement of Persons. A "yes" vote might even force Switzerland to invoke safeguard clauses or terminate the deal—moves that could ripple through corporate travel and secondment programmes overnight. Mobility professionals should brief executives on potential disruption and monitor final polling in the run-up to 14 June.
