British Columbia revamps PNP to prioritise healthcare and trades, reserves 35 % of nominations for regions outside Vancouver
The Government of British Columbia has rolled out the most extensive update to its Provincial Nominee Program (BCPNP) since 2022, effective April 23 but detailed in an April 25 Y-Axis report. Under the reform, at least one-third of the province’s 2026 nomination quota will target healthcare and construction-trades occupations; 35 % of total nominations are ring-fenced for jobs located outside Metro Vancouver. The Entry Level and Semi-Skilled stream is being retired, while new targeted invitations will go to priority National Occupation Classification (NOC) codes ranging from physicians and nurses to electricians and heavy-duty mechanics. The move aims to alleviate critical staffing shortages in hospitals and accelerate major infrastructure projects tied to the 2030 Winter Olympics. Employers say the policy gives them a competitive edge over provinces still running general draws.

Prospective immigrants who first need to visit Canada for exploratory trips, credential assessments, or in-person interviews can simplify the travel-visa paperwork through VisaHQ. The service’s online portal (https://www.visahq.com/canada/) walks applicants through every form and requirement, helping them secure the proper visitor visa or eTA quickly so they can focus on navigating British Columbia’s newly overhauled PNP.

“A 600-point Express Entry boost for a BCPNP nomination is a game-changer in recruiting overseas nurses,” said Victoria-based recruiter Claire Nguyen. However, hospitality and long-haul-trucking employers — previously reliant on the ELSS stream — fear a talent squeeze and may pivot to federal Temporary Foreign Worker Program permits, which entail LMIA costs and caps. For candidates, the Skills Immigration Registration System (SIRS) has been recalibrated: extra points are now awarded for job offers outside Greater Vancouver and for wages above the provincial median. International graduates no longer receive an automatic bonus, reflecting BC’s shift toward experienced workers who can “hit the ground running.” Existing applicants in discontinued streams have until 30 June 2026 to withdraw or transition. Immigration advisers urge them to reassess eligibility promptly, noting that regional employers are already advertising roles explicitly referencing the new priority lists.
