Retailleau framed Spain’s one-off amnesty as a “security risk” for France, arguing that regularised migrants could move north under the Schengen 90/180-day rule. The prospect of suspending intra-Schengen free travel would be legally complex. Article 25 of the Schengen Borders Code allows temporary controls only in cases of a serious threat to public order or internal security and must be notified to the European Commission.
