Austria’s centre-right–led coalition has completed a 33-page draft Integration Obligations Act that would make participation in German-language, civic-values and labour-market programmes a legal duty for asylum-seekers and refugees.

Under the proposal, anyone who repeatedly skips mandatory courses or refuses to sign the “values charter” could face administrative fines of up to €5,000 or substitute imprisonment of up to three weeks. First-time no-shows would pay between €250 and €1,500.

Integration Minister Claudia Bauer (ÖVP) says the move responds to an “enforcement deficit”: government data show 48,000 protected persons currently out of work and more than 13,000 unexcused drop-outs from language courses each year. Bauer argues that voluntariness “has failed miserably” and that stronger sanctions are needed to accelerate labour-market integration and reduce welfare spending.

The bill also obliges the Austrian Integration Fund (ÖIF) to report course truants directly to district authorities.

The draft has triggered an open row inside Austria’s three-party coalition. The Social Democrats (SPÖ) accuse Bauer of “populism” and insist that the law cannot be passed before a linked overhaul of the Social Assistance Act is agreed, because benefits will be reduced for beneficiaries who flout integration rules.

The liberal NEOS warn that coercive fines risk creating “parallel societies” unless combined with fast-track recognition of skills and job-placement support.

Business groups broadly welcome clearer obligations, noting persistent labour shortages in construction, caregiving and tourism.

However, NGOs working with refugees fear the threat of jail will deter vulnerable people from seeking help or challenging abusive employers.

If enacted in its current form, Austria would rank among the EU’s most punitive integration regimes and could face legal scrutiny in Brussels over proportionality and human-rights safeguards.

Multinational employers should monitor the parliamentary timetable (first reading expected before summer recess) and prepare for tighter reporting duties when assigning third-country national employees or interns to Austria.
