International students will no longer need a standalone co-op work permit to complete mandatory internships, practicums or other work placements after IRCC’s rule change took effect on April 1 2026 and was confirmed in industry guidance published April 13. Under the new framework, a valid study permit that already carries on- or off-campus work conditions doubles as work authorisation for placements that make up 50 % or less of a program’s duration. The reform is part of a wider effort to simplify immigration paperwork and reduce application backlogs that have plagued the Post-Graduation Work Permit (PGWP) stream. Between 2024 and 2025, IRCC processed more than 85,000 co-op permit applications, each requiring biometrics, fees and adjudication identical to a regular work permit. Eliminating the extra licence is projected to save students roughly CAD 255 in fees and shave weeks off processing.

Institutions must still update letters of acceptance and co-op agreements to reflect the new policy, and students whose co-op permits are already in process may withdraw and request refunds. Mobility teams recruiting graduates should monitor forthcoming PGWP reforms—rumoured to include a points incentive for high-wage job offers—to ensure hiring timelines align with post-study status. For international assignees with accompanying college-aged dependants, the simpler work rules make Canadian education more attractive, reducing additional visa steps and allowing students to gain Canadian work experience earlier in their studies.
