Ministers hint at possible tightening of Ireland’s citizenship rules
Justice Minister Jim O’Callaghan has acknowledged that Ireland’s naturalisation regime is “on the more liberal side” of European practice and confirmed that officials are examining potential reforms—including an English-language requirement—though no firm proposals have yet been endorsed by Cabinet. Speaking to reporters on 29 May, O’Callaghan and Minister of State Colm Brophy said the review will assess residency calculations, integration benchmarks and administrative burdens before any recommendations are presented to the Cabinet Sub-committee on Migration. Ireland currently requires five years of reckonable residence (with at least one year of continuous presence) for standard naturalisation, does not mandate language or civic-knowledge tests, and charges a €950 fee on approval.

By contrast, several EU peers—including Sweden and Portugal—have recently lengthened residence periods or introduced exam requirements. Rising application volumes—driven in part by post-Brexit interest—are prompting officials to ensure the system remains “fair, efficient and sustainable,” according to the ministers. For employers the prospect of stricter citizenship criteria could affect long-term retention strategies, particularly for multinational firms that rely on the ability of key staff and their families to settle permanently. Any language requirement would also have implications for community integration programmes and English-language training providers. Stakeholders expect a public consultation later in 2026 if legislative amendments are pursued. In the interim, companies should advise international employees who are already eligible—or close to eligibility—to file naturalisation applications under the existing rules, as transitional arrangements are unlikely once new thresholds are enacted.
