Key operational changes include mandatory biometric consent, automatic conversion of legacy PIO cards into OCI status, and authority for the Bureau of Immigration to cancel an OCI electronically even if the physical booklet is not surrendered. Minors may no longer hold two passports simultaneously—parents must choose either an Indian passport or a foreign one for the child, preventing a loophole that previously blurred citizenship status.
