Immigration, Refugees and Citizenship Canada (IRCC) has officially activated the long-promised In-Canada Workers Initiative, a one-time pathway that will see up to 33,000 temporary residents transition to permanent residence (PR) over 2026-27. Announced in the 2025 federal budget but only detailed on 4 May 2026, the measure targets foreign nationals who have lived and worked for at least two years in smaller or remote Canadian communities. According to IRCC, the first wave of approvals will be drawn directly from existing PR inventories—principally candidates in the Provincial Nominee Program, Atlantic Immigration Program, Rural and Northern Immigration Pilot, Agri-Food Pilot and the two Caregiver pilots. The department says the fast-tracking exercise will help relieve acute labour shortages outside Canada’s major urban centres while keeping overall immigration at “sustainable” levels. Eligible files will be moved to the front of the queue, with most applicants receiving landing decisions by the end of Q4 2026. IRCC will then repeat the exercise in 2027 for the remaining quota. No new intake portal is planned, meaning workers who have not already filed for PR must pursue other programs.

IRCC says it will publish performance data quarterly, including approval rates by province and sector, to ensure transparency and allow provinces to fine-tune their own nominee allocations.
