Immigration, Refugees and Citizenship Canada (IRCC) is moving quickly to convert thousands of long-term temporary residents into permanent residents through its new In-Canada Workers Initiative, sometimes called the TR-to-PR pathway. Announced in Budget 2025 and officially launched on May 4, 2026, the one-time measure will grant permanent residence to as many as 33,000 foreign nationals who have already been living and working in smaller or remote Canadian communities for at least two years. The first wave of approvals has already begun, with 3,600 workers landing as permanent residents between 1 January and 28 February. IRCC is drawing exclusively from its existing application inventory instead of opening a new intake process. Eligible candidates must currently hold (or have held) work permits and have previously applied for permanent residence through region-focused programs such as the Provincial Nominee Program, Atlantic Immigration Program, community immigration pilots, caregiver pilots or the Agri-Food Pilot. No additional documentation is required from applicants; IRCC officers will simply accelerate files that meet the criteria.
