Mainland families pivot to Hong Kong universities as US visa anxiety grows
A new Blue Book on Mainland Students Studying in Hong Kong, released in Beijing and reported by the South China Morning Post on 4 May, confirms a sharp re-orientation of Chinese outbound education flows. Hong Kong has leap-frogged the United States to become the second-most popular overseas destination for mainland students in 2026, trailing only the United Kingdom. Authors from Peking University and two education consultancies cite multiple drivers: the doubling of Hong Kong’s non-local student quota to 40 per cent of local enrolment, tuition priced well below US campuses, and the city’s new Top Talent Pass which offers three-year post-study work rights. Equally important is uncertainty over US F-1 visa issuance – interview wait times in Beijing still exceed 200 days – and rising rejection rates for STEM majors.

At this juncture, many families are turning to professional visa services for guidance. VisaHQ, for example, offers mainland applicants a streamlined way to compare requirements for Hong Kong study permits and other destinations, track application status in real time, and book supporting services through its China portal (https://www.visahq.com/china/). The platform’s advisors can help students decide whether the Hong Kong student visa, the new Top Talent Pass or alternative routes best fit their long-term plans.

The numbers are stark. In the 2023-24 academic year, Hong Kong universities hosted 38,100 mainlanders in taught postgraduate programmes, a 207 per cent jump from 2020-21. At the University of Hong Kong, mainland students now comprise 63 per cent of non-local undergraduates and more than 92 per cent of taught postgraduates. For corporate mobility and talent teams, the shift expands the local graduate pool just across the border from Shenzhen’s tech hub. Firms looking for Mandarin-speaking talent with international exposure can now recruit without the time-zone and relocation costs associated with Western campuses. Immigration advisers note that the quota increase also makes it easier for executives’ children to secure places in Hong Kong, reducing pressure to expatriate entire families. Nonetheless, competition is heating up. Admissions officers warn that average entry scores for Hong Kong’s Medicine and Finance programmes now exceed the gaokao cut-offs for China’s own C9 League, signalling that parents view the city not as a fallback but a preferred first choice.
