The Transport Department has announced a major expansion of its cross-boundary private-car quota scheme for the Hong Kong-Zhuhai-Macao Bridge (HZMB), creating a brand-new “open quota” category that will be available for online applications between 7 May and 20 May 2026. Unlike the long-standing business-linked quotas that require proof of investment, employment or professional ties with Macao, the new category is open to any Hong Kong permanent resident or locally registered company. In total, 1,400 three-year permits are on offer—900 newly created under an accord with the Macao SAR and 500 reallocated from quotas that have recently expired.

The first successful applicants are expected to be able to drive across the HZMB from 13 July. Companies that frequently transport high-value equipment may still prefer the existing “quotas with eligibility criteria” because those can be renewed continuously while the new open quotas expire after three years. Practical tip: Applicants will need to pre-arrange Macao insurance cover and vehicle inspections before the permit can be activated. Firms should review their fleet-management policies now so they can submit complete documentation as soon as the online system opens at 09:00 on 7 May.
