Applicants would still need to demonstrate language skills, a clean criminal record and respect for Swiss values, but local referendums and interviews—often criticised as arbitrary and expensive—would disappear. Supporters, including the Social Democrats, Greens and the centrist Green Liberals, said Switzerland’s 2.5 million foreign residents deserve a “clear, fair and affordable” path to political participation, noting that one in four people who live and pay taxes in the country cannot vote at federal level.

They also argued that predictable citizenship rules help multinational employers that relocate staff long-term. Opponents countered that the cantonal tier is best placed to assess integration and that fast-track naturalisation could encourage short-term ‘passport shopping’. Justice Minister Beat Jans warned that the text would encroach on cantonal autonomy entrenched since 1848 and could overwhelm local administrations. The proposal now moves to the Council of States (upper house) during the summer session. Unless the Senate proposes a substantive counter-proposal, Swiss voters could decide on the initiative as early as 2027.
