British Columbia axes tech, student and entry-level PR pathways in sweeping BC PNP overhaul
British Columbia’s government has confirmed a radical restructuring of the BC Provincial Nominee Program (BC PNP), detailed in a release on 26 April 2026 following an initial announcement three days earlier. The province has permanently cancelled its planned Bachelor’s, Master’s and Doctorate immigration streams, ended the Entry-Level and Semi-Skilled (ELSS) pathway, and scrapped dedicated Tech draws for 35 high-demand occupations. Going forward, 100 per cent of the 2026 nomination quota will be channelled into three pillars: Care (healthcare, childcare and veterinary), Build (nine priority construction trades) and Innovate (select high-impact roles that drive economic growth).

At least 35 per cent of nominations must go to applicants working outside Greater Vancouver as the province tries to spread population growth. International graduates, hospitality staff and many tech workers must now compete in general Skills Immigration pools that favour higher wages and regional employment. The move is a response to federal limits that froze B.C.’s allocation at roughly 4,250 nominations for 2025-26 and to local criticism that previous streams funnelled too many newcomers into already-squeezed Metro Vancouver housing and health systems. For employers, the policy means that job offers in health, trades and childcare will receive priority processing and lower cut-off scores, while sectors such as tourism face tighter labour supply. Education institutions are rushing to advise current students to explore alternative pathways, including Express Entry or other provincial programs. Immigration consultants expect an immediate spike in inter-provincial mobility as affected candidates relocate to provinces with friendlier graduate or tech categories. B.C. has asked Ottawa to raise its nomination cap to 5,254 but warns applicants not to expect grandfathering provisions. The first draws under the new rules are scheduled for mid-May 2026.
