Just hours after presenting the citizenship-test proposal, Interior Minister Mari Rantanen filed a second, separate bill that targets the removal of rejected asylum-seekers and people deemed security risks. According to draft text seen by Yle and reported by Mezha on 17 April, the legislation would let authorities issue deportation orders immediately after a final negative asylum decision instead of waiting for possible appeals to play out. It would also allow entry bans of up to five years to cover the entire Schengen Area rather than Finland alone.

Government lawyers argue that the changes are needed to restore public confidence in migration management after a series of high-profile cases in which deportees absconded. Human-rights NGOs say the accelerated timeline could undermine due process, and data-privacy advocates are worried about a provision that permits broader information-sharing between the Border Guard, police and social-welfare agencies. For global-mobility managers the most important practical change is the proposed duty for employers to notify Migri within seven days if a foreign employee loses the right to work because their residence permit has expired or been cancelled. Failure to comply could trigger fines of up to €10 000. Companies must therefore tighten internal monitoring of permit expiry dates and maintain auditable records of notifications. The bill will be handled in tandem with the citizenship package, but the government hopes to fast-track the deportation elements so they can enter into force on 1 January 2027, six months earlier than the rest of the reforms. Multinationals should start scenario-planning now, particularly for assignees whose asylum claims are still pending.
