Leaders of Cyprus, Greece, Italy and Malta used the sidelines of the Europe Gulf Forum in Kalamata on 16 May to unveil a four-pillar action plan designed to prevent any repeat of the 2015 migration emergency. The joint declaration – signed by Cypriot President Nikos Christodoulides, Greek Prime Minister Kyriakos Mitsotakis, Italian Prime Minister Giorgia Meloni and Maltese Premier Robert Abela – frames migration as a shared security challenge driven by the wars in the Middle East. The leaders pledged to intensify cooperation on intelligence-sharing and maritime surveillance so that any sudden spike in irregular arrivals can be detected and managed before it overwhelms frontline services. A second pillar focuses on support “in situ” for countries of origin and transit. The quartet backed larger EU funding envelopes for humanitarian aid, job-creation programmes and border-management projects in Lebanon, Jordan, Egypt and Tunisia – all major staging points for onward migration to the EU’s eastern and central Mediterranean coasts.
