Business groups have reacted cautiously. Technology Industries of Finland, whose members depend heavily on foreign IT and engineering specialists, welcomed the stronger focus on rapid labour-market entry but warned that sanctions might deter high-skilled talent if the system feels punitive rather than supportive. Trade-union federation SAK, meanwhile, accused the government of “instrumentalising social security” and pointed out that many municipalities already struggle to provide Finnish-or-Swedish courses fast enough to meet demand.
