Human-rights groups say 90 % of Port-au-Prince is now controlled by criminal gangs, creating what the International Rescue Committee calls one of the world’s worst humanitarian crises. The bill now moves to the evenly divided Senate, where its prospects are uncertain and the White House has threatened a veto, arguing that extending TPS undermines enforcement priorities. Business-immigration advocates, however, welcomed the House vote, noting that Haitians fill critical shortages in long-term-care nursing, construction, and hospitality.
