Cyprus piloted a similar scheme last summer, offering financial incentives to Syrian families who agreed to leave voluntarily and granting temporary work permits to the main breadwinner until departure.

According to the ministry, more than 10,000 returns and 1,000 resettlements were completed in 2024 alone. Human-rights groups have condemned the policy as punitive and legally dubious, citing push-back incidents and European Court of Human Rights rulings against Cyprus.

The government counters that decades-high asylum numbers—6,750 in 2024, down from 11,660 in 2023 but still the EU’s highest per capita—justify extraordinary measures. A 180-kilometre razor-wire fence along parts of the Green Line and stepped-up sea patrols have already reduced arrivals by 70 % year-to-date, officials say.

For employers, the crackdown has two immediate consequences. First, work-permit renewal times for non-EU staff have shortened as migration officers reallocate resources from asylum backlogs to corporate immigration. Second, enforcement raids on worksites have increased sharply; companies found employing individuals without valid status now face fines of up to €10,000 per worker.
