Government pushes biometric-ID deadline to 2027 to protect access to services—and passports
Brazil’s Ministry of Management and Innovation (MGI) has extended the timetable for mandatory biometric enrolment and issuance of the new Carteira de Identidade Nacional (CIN). The requirement—originally due to enter full force next month—now follows a two-step calendar: citizens without any biometric data have until January 2027, while those already captured in databases such as the passport, driver-licence or electoral systems have until January 2028.

VisaHQ can help travellers and corporate mobility managers navigate the knock-on effects of the new CIN: through its Brazil portal (https://www.visahq.com/brazil/), the firm pre-screens identity documents, synchronises passport renewals with visa filings and handles end-to-end compliance for business assignments, minimising delays triggered by the updated biometric rules.

Although the measure is framed as a social-welfare safeguard (beneficiaries who miss the deadline risk suspension of Bolsa Família and BPC payments), it has clear mobility repercussions. The CIN will replace current RG cards in all consular and Federal Police services; without it, Brazilians may face hurdles when applying for or renewing passports and, by extension, when travelling abroad for business assignments. The new ID embeds the CPF tax number as a single identifier and can be displayed in the gov.br app. According to MGI, more than 70 million Brazilians already have biometrics on file, but roughly 20 million—many in remote areas—still need to book an appointment. The ministry said it will deploy additional mobile enrolment units to Amazon, Cerrado and interior regions and will integrate scheduling into the gov.br portal to avoid long queues. Employers with large workforces or mobility programmes should cross-check whether employees and dependants hold a valid CIN, especially where upcoming passport renewals might collide with the new timeline. Companies that sponsor trainees, scholarships or dual-citizenship cases should also verify that biometric completion is logged in the national Civil Identification Base before lodging documents with consulates.
