Dubai unlocks AED 1 billion relief package with fast-track residency processing
Dubai Executive Council on 5 April formally activated a AED 1 billion (US $272 million) economic-relief plan designed to cushion companies from war-related revenue shocks and to keep the emirate’s labour market fluid. Beyond headline fee deferrals, the programme includes an often-overlooked clause instructing the General Directorate of Residency and Foreigners Affairs (GDRFA) to prioritise business-sponsored residence-permit applications submitted between 1 April and 30 June. Under the directive, new employment entry permits, mission visas and dependent sponsorships filed through recognised corporate portals should be issued within five working days—down from the standard 15.

For organisations that prefer to outsource these time-sensitive filings, VisaHQ can act as a single interface with the GDRFA, assembling compliant documentation and lodging applications through its UAE desk so that clients meet the new five-day target. Mobility managers report that the GDRFA e-channel has already been updated to flag qualifying applications and waive the usual express-processing surcharge. The package also defers collection of selected government fees for three months, including tourism-sector levies and several licence-renewal charges in the Dubai Mainland and Free-Zone ecosystems. For hotels, the suspension of the Tourism Dirham fee is expected to free up cash to retain seasonal staff and honour corporate rate agreements signed before the conflict. Traders gain a 90-day extension on customs-duty settlements, easing working-capital pressure on importers whose logistics costs have surged because of Strait-of-Hormuz insurance premiums. Crucially for assignee pipelines, Dubai South—the free zone anchoring Al Maktoum International Airport—will grant rent-free renewals on office space for SMEs that maintain headcount levels. That should encourage start-ups in e-commerce, mobility tech and logistics to retain expatriate staff rather than delay onboarding. Global employers should map the relief measures against active relocation cases: expedited visa completions can shorten mobilisations, while deferred municipality fees may lower project-startup costs. Finance teams, however, should flag that deferred charges become payable in Q3, requiring accruals to avoid a sudden expense spike.
