Ireland Launches Public Consultation on EU-Compliant Government Digital Wallet
The Irish Government has taken a major step toward providing citizens and residents with a fully interoperable digital identity by opening a public consultation and live user-testing phase for the new Government Digital Wallet. Announced on 3 April 2026 by Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation Jack Chambers, the wallet will allow holders to store and share secure digital versions of key documents—such as passports, driving licences, birth certificates, and European Health Insurance Cards—directly from their smartphones. The project is Ireland’s answer to the EU Digital Identity (EUDI) framework under the updated eIDAS 2 Regulation, which obliges every Member State to issue a recognised digital wallet by the end of 2026.

For individuals or organisations needing traditional visa or passport services in tandem with these emerging digital solutions, VisaHQ can serve as an invaluable bridge. Its Ireland portal (https://www.visahq.com/ireland/) offers up-to-date guidance on travel-document requirements, application processing and consular support, ensuring that travellers remain compliant whether they are relying on a physical booklet, a new EUDI credential or—most likely—a combination of both during the transition period.

From a global-mobility perspective, the initiative promises to streamline identity verification in countless cross-border scenarios. Business travellers will be able to prove their identity, driving privileges, age or residency rights at hotel check-ins, car-rental desks and even automated border-control e-gates without presenting multiple physical documents. HR and global-mobility managers foresee faster onboarding for assignees, easier right-to-work checks and smoother access to public-service numbers once the wallet is accepted by government agencies and private-sector service providers. Ireland’s design philosophy puts the user in control of personal data. Only the minimum information required for a given transaction will be shared, and the wallet will support selective disclosure—an approach aligned with the EU’s privacy-by-design guidelines. The Department stresses that participation is voluntary, but widespread adoption is expected because of the convenience factor and EU-level interoperability. Technology partners include the Department of Culture, Communications and Sport, which is transposing eIDAS 2 into Irish law, and the Department of Social Protection, which will supply verified credentials. A pilot group of volunteers will test real-world use cases—setting up a bank account, renting accommodation, registering for child-benefit payments and clearing airport e-gates. Feedback gathered during April and May will inform final user-interface tweaks and security audits before the platform moves into open beta later this year. The Government has invited companies in travel, fintech and health care to integrate the wallet’s Application Programming Interface (API) so that digital credentials can be verified instantly. Practical tips for employers: • Encourage assignees and frequent travellers to participate in the pilot so they can familiarise themselves early with the technology. • Review onboarding and compliance processes—especially right-to-work checks—to ensure internal systems can accept wallet-based proofs. • Anticipate that some foreign governments and carriers may begin recognising EUDI credentials at immigration and check-in counters before the end-2026 deadline, potentially reducing the need to carry physical passports for certain intra-EU trips.
