Spain launches Electronic Register of Immigration Collaborators, ushering in fully-digital visa processing
Spain has taken a decisive leap towards paper-free immigration by activating the Electronic Register of Immigration Collaborators (Registro Electrónico de Colaboradores de Extranjería, RECE). Published in the Official State Gazette on 5 March and operational from 7 March 2026, the order (ISM/164/2026) allows accredited trade unions, NGOs, law firms and professional associations to file work-permit, residence-visa and family-reunification applications online on behalf of foreign nationals.

Until now, most corporate immigration filings had to be lodged in person at provincial extranjería offices, generating months-long backlogs and error rates of more than 35 % according to the Ministry of Inclusion, Social Security & Migration. Under the new model, authorised collaborators upload PDF forms and supporting documents using qualified digital certificates. The platform routes each file directly into Spain’s Mercurio and Extranjería databases, where labour and police authorities can validate data in real time. Biometric appointments and electronic payment are integrated, eliminating the need for physical powers-of-attorney and reducing turnaround times from an average 90 days to an expected 30-45 days.

Whether you are an HR professional managing multiple transferees or an individual applicant, VisaHQ can streamline your move to Spain. Through its dedicated portal (https://www.visahq.com/spain/), the company pre-screens documents, secures digital certificates when needed, and tracks submissions, ensuring your RECE filings meet all the new technical and regulatory standards.

For multinational employers the reform is a game-changer. Mobility managers will be able to submit batches of assignee work-permit requests without notarised mandates for every employee, cutting legal fees and allowing faster start dates. Digital nomad visa agents also expect fewer refusals—40 % of 2025 filings were rejected for missing signatures or outdated forms. The ministry has warned, however, that it will carry out random audits of collaborators, so companies must tighten internal compliance and data-protection procedures.

Longer term, the RECE is the first building block of Spain’s wider immigration modernisation agenda. A biometric appointment portal is due to go live before the summer, while an API connection with municipal padrón registers will let officials verify local address proofs automatically. Together, these tools should help Spain absorb record post-pandemic visa demand while maintaining security standards and the EU’s General Data Protection Regulation (GDPR).
