Swiss President Guy Parmelin and European Commission President Ursula von der Leyen signed the long-negotiated “Bilaterals III” package, a bundle of seven agreements and protocols that modernise—and in some areas expand—the 1999 and 2004 bilateral treaties.

The air-transport chapter updates ownership and control provisions, giving Swiss carriers continued access to EU traffic rights provided they remain majority-owned by Swiss or EU/EFTA interests. Outside mobility, separate agreements open Swiss participation in EU health-crisis mechanisms, electricity trading and the space programme, while a joint declaration establishes an annual high-level dialogue on future EU legislation. The package must now be ratified by the Swiss Parliament and could face an optional referendum, but business groups on both sides of the border hailed the signing as a major step toward regulatory certainty. Practically, companies should begin mapping employee populations that commute daily or are posted temporarily to ensure payroll and social-insurance systems can produce the new digital certificates once they become available in test form from mid-2027. Recruiters should also note that the agreements preserve Swiss autonomy on third-country work-permit quotas, meaning existing hiring processes for non-EU nationals remain unchanged.
