FOCA issues guidance on passenger rights amid Middle-East flight cancellations
Switzerland’s Federal Office of Civil Aviation (FOCA) published an English-language notice on 2 March 2026 clarifying the rights of air travellers whose flights have been cancelled because of escalating hostilities in the Middle East. The advisory reiterates that EU Regulation 261/2004 applies to all departures from Swiss airports—and to any flights into Switzerland operated by EU or Swiss carriers—entitling passengers to care (meals, hotel, communications) and re-routing or refund options.

If rerouting puts employees or leisure travellers on unfamiliar itineraries, a quick visa or transit-permit check often becomes the next urgent task. VisaHQ’s Switzerland portal (https://www.visahq.com/switzerland/) lets users confirm entry requirements for dozens of alternate hubs in minutes and can fast-track the necessary paperwork online, giving travel managers a simple way to keep disrupted passengers compliant while airlines finalise new schedules.

FOCA stresses, however, that the current security situation constitutes “extraordinary circumstances”, meaning airlines are generally not obliged to pay the standard €250–€600 compensation for delays or cancellations. The agency urges travellers to stay in close contact with their carriers, highlighting that many airlines are running rolling schedule updates and waiving change fees. For mobility and travel managers the key message is proactive communication: companies should push real-time itinerary updates to employees in the region and remind them that prepaid accommodation and meals can be reclaimed from the airline if proof of disruption is kept. FOCA also advises Swiss citizens stranded abroad to register with the FDFA’s Travel Admin app and, where necessary, seek assistance from local embassies. The guidance comes as numerous carriers—among them SWISS and other Lufthansa Group airlines—have suspended services to Tel Aviv, Amman and Beirut through at least 8 March, with rerouting via Athens or Larnaca adding several hours to typical itineraries. Employers with project staff in the Gulf should build extra buffer days into schedules and review duty-of-care protocols for high-risk layovers. Longer term, FOCA signals that once-flight operations stabilise it will assess whether the disruption warrants additional Swiss consumer-protection measures, a move closely watched by business-travel stakeholders given Switzerland’s strategic hub role between Europe and the Middle East.
