He asked senators to back an emergency hiring bill that would add 600 clerical staff and allocate PLN 120 million for scanners and training.

For mobility stakeholders the hearing provided rare operational detail. Test participants reported that MOS 2.0 will assign time-stamped queue numbers the moment an online form is submitted, ending today’s practice of physically queuing outside immigration offices. Employers will be able to track case progress in real time and upload missing documents electronically, but the system will automatically lock an application if an applicant changes employer mid-process—triggering a fresh filing and fee. The committee also confirmed that work-permit fees will quadruple on 1 May 2026 (PLN 100 → PLN 400 for local hires; PLN 200 → PLN 800 for secondees), aligning costs with the EU average and funding the digital transition. Senators called on the government to launch an English-language MOS user guide and to delay fee hikes for SMEs, but the Interior Ministry argued that “cost-reflective pricing” could not wait. Companies should therefore accelerate any pending in-country permit extensions and budget for higher fees in Q2-Q3. HR teams are also advised to secure trusted-profile e-signatures for foreign employees, which MOS 2.0 will require for all applicants over 18.
