China upgrades digital services for foreigners ahead of holiday peak
An English-language Xinhua dispatch carried by People’s Daily on 20 February underscores a new inter-agency guideline, issued earlier this month by 11 Chinese ministries, to make everyday digital services friendlier for overseas visitors. Key measures include broader acceptance of international credit cards on Alipay and WeChat Pay, English-language interfaces on government travel apps, and simplified registration for the mandatory online arrival card introduced in late 2025. During the current Spring Festival period, foreign Alipay transactions have risen 20 % versus 2025 figures, driven by quick passport-based ID checks and a single-transaction limit lifted to US $5,000. Mobile-payment readiness is critical because China’s retail and transport systems are overwhelmingly cashless: 95 % of merchants under age 40 accept QR payments only. For corporate mobility teams the guideline removes several pain points. Employees no longer need a local SIM card to receive SMS codes for wallet activation, and the annual spending cap per platform has been set at US $50,000—adequate for extended assignments. The State Taxation Administration is also expanding instant VAT refunds to Alipay-linked foreign cards, accelerating duty-free claim times at airports.

To complement these digital payment upgrades, VisaHQ can streamline the equally critical visa-application stage for business and leisure travellers alike. Its web portal (https://www.visahq.com/china/) walks applicants through the latest Chinese entry requirements, collects documents securely online, and provides live support—all in one dashboard—so mobility managers can focus on policy rather than paperwork.

Nevertheless, companies should update pre-trip training: while most foreign cards now work, fees of 3 % apply to purchases above RMB 200 (about US $28). Travellers should split high-value bills or consider UnionPay debit alternatives. HR should also remind staff that VPN use remains in a legal grey zone; the guideline does not alter China’s cybersecurity restrictions on cross-border data access.
