EU clears €25.8 million state aid for Silesian “green hub” to retrain redundant miners

EU clears €25.8 million state aid for Silesian “green hub” to retrain redundant miners
The European Commission has approved Poland’s €25.8 million plan to convert a disused industrial complex in Tychy, Silesia, into a “green economy hub” that will house start-ups, R&D labs and a training centre for workers exiting the coal and metallurgy sectors. The money—sourced from the Just Transition Fund—will finance building retrofits, incubation space and reskilling programmes focused on renewable-energy assembly, battery recycling and environmental-services outsourcing.

For multinational employers the hub offers a new talent pool: some 3,000 miners and related staff are expected to receive upskilling grants, language courses and EU-recognised certifications by 2028. Companies locating in the complex will enjoy reduced rental rates and expedited residence-permit processing for non-EU specialists, according to draft provincial regulations seen by local media.

For companies needing to mobilise talent swiftly, VisaHQ can streamline the visa and residence-permit paperwork. Its Poland portal (https://www.visahq.com/poland/) offers document pre-screening, appointment scheduling and real-time status tracking, helping engineers and project managers arrive at the Tychy hub without administrative delays.

The decision arrives as Poland grapples with the twin challenges of decarbonisation and labour shortages in high-tech manufacturing. Silesia—long the country’s industrial heartland—has already shed 28,000 coal jobs since 2020, and mobility advisers say the region is poised to become an attractive landing spot for intra-company transfers and EU Blue-Card holders once the hub opens in 2027.

HR managers should bookmark the hub’s forthcoming “Green Skills Passport”, a micro-credential that will be embedded in Poland’s MOS digital-immigration portal. Assuming the passport gains EU interoperability, it could shorten lead times for assigning both local converts and foreign experts to sustainability projects across Central Europe.
