EU foreign ministers meeting in Brussels on 15 December agreed to broaden sanctions on Belarus to cover “hybrid activities” that undermine member-state security, including the orchestration of irregular migration. The move follows repeated incursions of smuggler balloons into Lithuanian airspace and ongoing migrant-smuggling attempts along the Polish-Belarusian frontier.

Under the new criterion Brussels can blacklist individuals and entities that “plan, direct, support or facilitate” information manipulation or unlawful border crossings. Polish officials, who have accused Minsk of weaponising migration since 2021, welcomed the decision, saying it will ease the legal path to target Belarusian border-guard units and logistics firms allegedly involved in funneling migrants towards the EU.
