The United Arab Emirates has officially published the most comprehensive overhaul of its immigration system since the Golden Visa was introduced in 2019. Released on 14 December 2025, the package creates four brand-new visit-visa classes aimed at emerging sectors: Artificial-Intelligence specialists, entertainment professionals, conference delegates, and high-end cruise- or yacht-based tourists.

A short-term visa now covers festival, sporting, cultural and academic gatherings, cutting red tape for organisers of mega-events such as COP30 and the World Future Energy Summit. Meanwhile, luxury tourists arriving on cruise ships or private yachts receive a multiple-entry permit that supports the UAE’s ambition to capture a bigger share of Indian-Ocean cruising and high-net-worth yachting itineraries.
