Meeting in Brussels on 8 December 2025, EU Justice and Home Affairs (JHA) ministers – including Ireland’s Jim O’Callaghan – adopted a negotiating mandate for a new ‘European Returns System’ designed to streamline and toughen the removal of third-country nationals with no legal right to remain. Ministers also endorsed a Union-wide list of safe countries of origin and updated criteria for designating ‘safe third countries’, key building blocks of the EU Pact on Migration and Asylum.
