Brazil’s Federal Police Propose 67 % Hike in Passport Issuance Fee
Brazilian travellers may soon pay R$ 430 for a standard passport—up from the current R$ 257.25—under a proposal sent by the Federal Police (PF) to the Ministry of Justice and Public Security. The story broke on 21 November in the Estado de Minas daily, which notes that the almost 67 % adjustment would apply to the compulsory Guia de Recolhimento da União (GRU) fee that must be settled before appointments can be booked.

PF officials argue that the current fee, unchanged since 2015, no longer covers biometric-chip costs, higher security-paper prices and expanded consular services. If approved, the new tariff would come into force via ministerial decree as early as Q1 2026; exemptions for low-income applicants are not on the table.

For global-mobility managers, the timing is critical: Brazilian employees assigned overseas often renew passports months in advance to maximise the document’s 10-year validity. Employers are therefore urging staff whose passports expire before 2030 to apply now, securing the lower fee while appointment slots are still widely available.

Travel-management companies predict a short-term surge in demand that could stretch booking systems and lengthen delivery times beyond the current five-to-seven-business-day average. Corporates planning mass rotations for mining, oil-and-gas and construction projects in 2026 should incorporate the higher fee into budget forecasts and factor in possible processing backlogs.

The Finance Ministry has yet to comment, but analysts suggest fee revenue could be earmarked to fund Brazil’s gradual shift toward next-generation e-Passports and expanded biometric kiosks at major airports by 2027.
