Government adds Aviation-Law overhaul to 5 Nov Cabinet agenda
The Chancellery of the Prime Minister published the agenda for the Council of Ministers’ 5 November session, confirming that the Infrastructure Ministry will table a bill amending the Aviation Law and several related acts (register code UC68). While the draft text has not yet been released, coalition officials say key provisions include:

• Mandatory airline transmission of Advance Passenger Information (API) to Poland’s Passenger Information Unit at least 30 minutes before wheels-up for intra-EU flights;
• Higher fines—up to PLN 200,000—for carriers that fail to transmit data or transport passengers without valid travel documents;
• A legal basis for Remote-ID requirements on drones over 250 g operating within controlled airspace;
• Alignment with the EU Unmanned Aircraft Regulation (2023/2179).

If approved, the bill will enter fast-track parliamentary proceedings in December, aiming for a summer-2026 go-live. Airlines flying to Warsaw Chopin, Kraków and Gdańsk airports will need to update DCS-to-Border Guard interfaces, while corporate fleet managers using drones for surveying or media work must register devices and pilots in Poland’s e-Sky portal.
