HK$1.66 billion ‘Tourism Revival Blueprint 2026’ aims to lure premium and business visitors
The Hong Kong Tourism Board (HKTB) on 10 April 2026 unveiled details of a HK$1.66 billion (US$212 million) ‘Tourism Revival Blueprint 2026’ that concentrates squarely on high-yield segments – corporate meetings, incentives, conferences and exhibitions (MICE) and long-haul premium leisure. The plan, endorsed in the 2026-27 Budget, marks the largest single-year subvention the board has ever received. Headline measures include a new ‘Global MICE Alliance’ offering subsidies of up to HK$1,200 per delegate for events of 500 participants or more, fast-track visa assistance for conference speakers, and a marketing campaign in India, the Gulf states and the United States branding Hong Kong as “Asia’s Deal-Making Capital”.

For organisers and attendees who need help navigating these accelerated visa arrangements, VisaHQ offers an online hub (https://www.visahq.com/hong-kong/) that streamlines application steps, tracks changing entry requirements, and provides courier services—helping event planners keep paperwork in sync with HKTB’s fast-moving timelines.

HKTB will also partner with the Airport Authority to provide landing-fee rebates to airlines launching nonstop services from tier-one North American and Middle Eastern cities. According to HKTB executive director Dane Cheng, every HK$1 spent on the programme is projected to generate HK$15 in visitor spending, creating 24,000 temporary hospitality jobs. Industry analysts, however, caution that chronic labour shortages in frontline roles could blunt the initiative unless the government relaxes quotas under the Supplementary Labour Scheme or expedites import-worker visas. Travel-management companies welcome the alignment with corporate mobility priorities. “Multinationals are increasingly selective about where they host regional kick-offs,” notes American Express GBT’s Hong Kong head, Sally Yip. “Subsidised venue rental and streamlined immigration processing could swing decisions back toward Hong Kong, which lost 1,200 MICE events to Singapore and Bangkok last year.” The blueprint’s success will hinge on cross-border connectivity. HKTB is negotiating through-train ticket bundles with China State Railway for delegates arriving via Shenzhen as well as a dedicated e-channel at the Hong Kong-Zhuhai-Macao Bridge. If these agreements materialise, mobility advisers say Hong Kong could regain ground in the intensifying competition for Asia-Pacific headquarters and rotational assignments.
