Officials from Hong Kong and the Macao SAR will meet on 10 April to draft a roadmap for the full resumption of cross-border commuting after Hong Kong recorded 12 consecutive days with no untraceable local Covid-19 infections. Macao’s Health Bureau stated that if the SAR maintains a clean epidemiological record for 14 days, the two sides could reinstate quarantine-free travel for vaccinated passengers as early as late April. Before the pandemic the Hong Kong–Macao corridor handled more than 46 million passenger movements a year, underpinning sizeable gaming, MICE and high-end retail revenue on both sides of the Pearl River Delta. Since 2020, however, sporadic outbreaks have kept onerous testing and isolation rules in place, cutting traffic to a trickle and complicating same-day business trips. The proposed framework would initially recognise each side’s digital vaccination certificates and allow daily quotas for residents and business travellers, with PCR testing to be phased out in a second stage.

Public-health experts caution that any reopening must include rapid-response contingency plans. Both governments have agreed to keep a circuit-breaker mechanism so that if community cases of a new variant surface, border measures can be re-tightened within 24 hours. Yet sentiment among chambers of commerce is upbeat: “Predictable mobility is the missing piece in the GBA integration puzzle; this is a decisive step towards getting it back,” the European Chamber of Commerce in Hong Kong said in a statement.
