Cyprus has taken its most significant step in a decade to overhaul migrant detention by partially opening the new Limnes Pre-Removal Centre on 9 April 2026. Located near Menoyia in the Larnaca district, the facility replaces the ageing 128-bed Menoyia Detention Centre and will eventually accommodate up to 1,000 people awaiting deportation or decisions on asylum appeals. The Ministry of Justice says the EU-funded complex is designed around modern EU standards for security and humane treatment. Dormitories are climate-controlled, surveillance is fully digital, and dedicated medical and legal-aid wings are on site—features long requested by the Council of Europe’s anti-torture committee. The government argues the centre will free police holding cells currently used for migration purposes and reduce inter-agency transport costs. Human-rights groups, however, remain cautious. The European Council on Refugees and Exiles (ECRE) welcomed the decongestion benefits but warned that expanding detention capacity risks normalising prolonged confinement. They urge Cyprus to pair the new infrastructure with speedier asylum adjudication and alternatives to detention for families and vulnerable individuals.
