IRCC says the change will cut application inventories by 20 per cent and give it greater flexibility to run occupation-focused or regional draws, responding to complaints from provincial governments and employers that the current system is too “one-size-fits-all.” A six-month consultation will precede draft regulations, with implementation targeted for late 2027.
