Immigration, Refugees and Citizenship Canada (IRCC) closed out the first quarter with a Canadian-Experience-Class (CEC)-only Express Entry draw held on 31 March 2026. A total of 2,250 invitations to apply (ITAs) for permanent residence were issued to candidates with at least one year of skilled Canadian work experience and Comprehensive Ranking System (CRS) scores of 509 or higher. Although the cut-off rose by just one point from the 17 March draw, the number of invitations dropped dramatically from 4,000 to 2,250. Why the smaller draw? According to IRCC’s internal staffing briefings, officers are reallocating resources to an anticipated occupation-based draw later this week. By trimming the volume of CEC invitations, the department can free up processing capacity for a targeted STEM and healthcare round expected to issue about 1,750 ITAs.

The move illustrates how Canada’s new multi-stream selection model—regular program draws, category-based rounds, French-language draws and Provincial Nominee Program (PNP) invitations—lets IRCC fine-tune immigration intake without formally changing caps. For employers, the higher cut-off underscores the importance of preventing candidate scores from stagnating. Offering a qualifying job offer (worth up to 200 CRS points) or pursuing a provincial nomination (worth 600 points) can still fast-track key talent. Advisers also note that language re-testing remains the quickest way for candidates in the 480-508 range to leapfrog the current threshold.
