Parliament hears Larnaca port left off 2026 upgrade budget, raising questions over future cruise and cargo capacity
Members of the Cypriot House Transport Committee were surprised to learn on Monday that the Cyprus Ports Authority (CPA) has allocated zero capital expenditure for Larnaca port in its €84 million 2026 budget, despite last year’s termination of a €1.2 billion concession with private developer Kition. CPA director Anthimos Christodoulides told MPs the authority has submitted a “mild development” plan focusing on new handling equipment and staff training, but is waiting for cabinet direction. The admission comes at an awkward time: cruise-line itineraries for 2027 are being finalised this quarter, and freight forwarders have complained about berth congestion following the diversion of some container services from conflict-prone Eastern Mediterranean ports.

Without clarity on dredging plans, shore-power installations and customs-hall refurbishments, industry groups warn that Larnaca risks losing market share to Limassol and to Haifa once security conditions improve.

For corporate mobility managers tasked with securing travel documents for crews or project teams rerouted through Cyprus, VisaHQ can simplify at least one part of the equation. Via its dedicated Cyprus page (https://www.visahq.com/cyprus/), the platform offers fast visa and work-permit processing, real-time regulatory alerts, and concierge support—helping logistics planners keep personnel moving smoothly even while port-infrastructure decisions remain in limbo.

For global-mobility teams relocating project cargo or offshore-energy personnel, the lack of near-term upgrades could translate into longer dwell times and higher trucking costs to and from Larnaca. The CPA’s focus on Vasiliko and Latchi projects suggests that logistics providers may need to reroute shipments or secure earlier booking windows. Multinational employers should also monitor potential labour-union disputes if stop-gap management arrangements at the marina persist. Transport Minister Alexis Vafeades told the committee that Dutch and Greek consultants have tabled three redevelopment models, but all envisage substantial state funding and could take years to tender. Until a decision is reached, observers say the port will operate on a maintenance-only footing, limiting Cyprus’ ability to absorb emergency inflows of humanitarian cargo should regional tensions escalate.
