Hong Kong launches 2026 Greater Bay Area Youth Employment Scheme Job Fair
The Hong Kong Labour Department today (13 March 2026) opened the doors of the Cordis Hotel ballroom in Mong Kok for the first recruitment fair under the 2026 Greater Bay Area (GBA) Youth Employment Scheme. The government-subsidised programme encourages companies with operations in both Hong Kong and the nine Guangdong cities of the GBA to hire recent Hong Kong graduates for 18-month assignments on the mainland. Enterprises that take part receive a monthly allowance of up to HK$12,000, or 60 per cent of the employee’s salary, to offset payroll costs.

To simplify the visa and permit formalities that arise when sending talent across the border, companies can turn to specialist platforms such as VisaHQ, which offers step-by-step guidance and document processing for Hong Kong residents heading into mainland China (https://www.visahq.com/hong-kong/). The service aggregates requirements, tracks application status, and can complement the government’s single-window system by ensuring that graduates obtain the correct GBA work permits on time.

Officials told the fair’s opening ceremony that nearly 120 employers—including technology start-ups in Shenzhen, advanced-manufacturing plants in Dongguan and several financial-services groups with Shenzhen–Hong Kong joint ventures—had posted more than 1,500 openings ranging from software engineering to supply-chain management. The GBA scheme is part of Chief Executive John Lee’s wider talent-mobility push, aimed at giving local graduates first-hand exposure to the mainland’s fast-growing economy while helping Hong Kong companies deepen their cross-border talent pools. In its first two editions (2024–25) the programme placed just under 5,000 young people; the Labour Department is targeting 8,000 placements this year, citing strong employer demand for bilingual candidates who understand both Hong Kong and mainland business cultures. For multinational businesses with regional headquarters in Hong Kong, the subsidy effectively reduces the cost of seconding junior staff to mainland offices by roughly one-third, making it easier to embed Hong Kong talent in cross-border project teams. Mobility managers also gain a clearer compliance framework: participants remain employees under Hong Kong law, with Mandatory Provident Fund coverage and Hong Kong employment contracts, while holding mainland work permits sponsored by the host entity. Practically, mobility professionals should note that placements must begin on or before 31 December 2026, and that Beijing has agreed to grant single-window work-permit processing for accredited employers. Companies interested in joining can register vacancies through the dedicated job-matching portal (jobs.gov.hk/gbayes) and will receive confirmation within five working days.
