Home Office reinstates seasonal visa concession for Australian and New Zealand sheep shearers
After intense lobbying from farming groups, the UK government has reversed its earlier decision to scrap the long-running seasonal concession that allows skilled sheep-shearers from Australia and New Zealand to work in Britain for up to three months each spring. Migration & Citizenship Minister Mike Tapp confirmed the U-turn in a letter to MPs dated 9 March; industry publication Sheep Central broke the news on 11 March. The concession, first introduced in 2011, lets non-visa nationals enter under ‘leave outside the rules’ provided they hold a contract with a UK farmer or shearing contractor. About 75 shearers used the route last year to cover the April-to-June peak, a period when domestic labour is chronically short. The Home Office had signalled in January that it would end the scheme as part of wider efforts to curb temporary work migration, but the wool sector warned that animal-welfare risks and supply-chain costs would soar if experienced shearers could not travel. Under the temporary authorisation issued under Schedule 3 of the Equality Act 2010, the visa waiver now runs until 1 October 2026, buying time for a longer-term review. Shearers remain restricted to a single three-month stay per season and must carry evidence of their contract when entering the UK. For global-mobility teams in agricultural services, the reprieve means hiring plans for 2026 can proceed, but sponsors should note that the concession is available only to non-visa nationals—typically Australians and New Zealanders travelling on electronic passports.

Companies juggling tight shearing schedules may want extra help navigating the UK’s evolving entry rules. VisaHQ offers an online platform that keeps track of the latest requirements and can manage documentation checks for seasonal workers, contractors and full-time hires alike; more information is available at https://www.visahq.com/united-kingdom/

Employers must still meet National Minimum Wage rules and keep records in case of Border Force spot checks. The episode highlights the government’s willingness to use ‘bespoke brakes’ to respond to sectoral labour shortages while maintaining its overarching pledge to reduce net migration. Similar carve-outs for food harvest workers and specialist construction trades may face closer scrutiny as ministers balance political pressures with business needs.
