Kela outlines pension eligibility for Ukrainian refugees reaching three-year residency mark
Kela confirmed that Ukrainians who arrived in 2023 will begin to meet Finland’s three-year residence requirement for national pensions from spring 2026. Applicants must be at least 65 years old, and time spent in other EU/EEA countries may count toward the quota. Employers should prepare for payroll and social-security adjustments as temporary-protection beneficiaries shift into the regular system.
