Berlin’s Senate has adopted a cross-department ‘Fachkräftestrategie 2035’, a blueprint that aims to fill an estimated 560,000 job vacancies in the capital over the next decade. The plan bundles labour-market, housing and integration policies and places skilled immigration on equal footing with local training. Key measures include a dedicated Berlin Welcome Centre that will be upgraded this summer into a multilingual digital hub for visa counselling and recognition of foreign degrees; 150 subsidised apartments for first-year apprentices; and a commitment to expand English-language vocational programmes.(berlin.de)

For employers, the most far-reaching promise is the creation of “One-Stop Work & Residence Desks” inside district Bürgerämter. These desks will jointly house immigration officers and employment-agency staff to issue Blue Cards, Chancenkarte job-seeker permits and dependants’ residence permits in a single appointment. A pilot is scheduled for Q4 2026 in Mitte and will be rolled out city-wide by 2028 if processing times drop below eight weeks.(berlin.de)

The strategy also tackles retention.
