Prague plans tighter controls on Czech-Ukraine bus routes amid smuggling concerns
The Czech government is preparing to tighten the rules under which long-distance buses operate between Czechia and Ukraine. House Speaker Tomio Okamura told journalists on March 9 that a new inter-ministerial working group will draft measures aimed at shutting down carriers that lack proper permits or that have repeatedly violated customs and safety rules. According to Okamura, customs officers and police have intercepted several coaches in recent months that were allegedly carrying undeclared cigarettes, military spare-parts and other contraband across the eastern border.

While exact proposals are still under discussion, officials from the transport, finance and interior ministries have signalled three likely steps. First, carriers will have to pre-register passenger manifests and cargo lists 24 hours before departure so that customs can assess risk profiles in advance. Second, ticket sellers will be required to display the operator’s licence number and insurance coverage at the point of sale, making it easier for travellers to avoid “grey-market” buses. Third, border police plan to increase random inspections at the Vyšné Nemecké – Uzhhorod and Medyka – Shehyni crossings most used by coach services.

The long-distance coach corridor has become a lifeline for the estimated 350,000 Ukrainians with temporary protection in Czechia, many of whom commute back and forth for family reasons or to shuttle goods. Legitimate operators such as Regabus and FlixBus warn that blanket restrictions could choke capacity just before the busy Easter period. Business-travel managers whose assignees rely on these routes should therefore monitor service schedules closely and build in additional travel time for inspections.

Companies employing Ukrainian staff should also revisit relocation policies: if buses are delayed or suspended, the cost of re-routing employees by rail or air will rise. Immigration advisers note that more rigorous documentation could in the long run professionalise the sector and reduce lost-luggage and over-booking complaints, but only if enforcement is even-handed and alternatives remain available. HR teams are advised to brief travellers on acceptable luggage limits, customs declarations and the importance of using licensed carriers once the new rules are published in the official gazette—expected in late April.
