At the ‘Two Sessions’ on 5 March, several CPPCC members from the overseas-Chinese community welcomed the Government Work Report’s upgraded commitment to “fully implement the Party’s overseas-Chinese policies and safeguard the legitimate rights of Chinese nationals abroad”.

Compared with last year’s reference to “improving mechanisms”, the 2026 text explicitly calls for comprehensive implementation, signalling that consular assistance, property rights, and cross-border succession issues will be tackled more vigorously. Liu Yiqin, a CPPCC advisor and former vice-chair of the All-China Federation of Returned Overseas Chinese, said the wording shift “meets the diaspora’s demand for policies that work in practice, not just on paper”.
